Under Section 63(4)(C) of Bharatiya Sakshya Adhiniyam, 2023
Normally, Part B certificate should be provided by Experts at Forensic Science Laboratory. If a Complainant / Victim had provided a digital storage device containing evidence, the Part B should be computed by 'Experts' at the respective Forensic laboratory to prove "Chain of Custody".
When can a Police Officer provide Part B certificate?
In cases where the Police Officer had recorded certain videos as mandated under provisions of BNSS and submitted Part A certificate, the same Police Officer may himself provide the Part B certificate also, provided:
i) Officers in and above the rank of Sub Inspectors (Technical)
ii) Police Officers above the rank of Sub Inspectors (Taluk) having degree or diploma of Engineering or Science in Electronic and Communications or Electrical and Electronic or Computer Science or Information Technology or Computer Application and Cyber Security.

Note:
i) The qualification for providing Part B certificate is binding on Tamil Nadu Police officers alone. Other State Police may have different qualification / approach.
ii) No qualification has been mentioned to provide Part A certificate.
